Obituary

Marvin C. Hill Jr. was born in Memphis, Tennessee on August 4, 1930, and lived there until he left to study architecture at Auburn University, graduating in 1954. He became a registered architect and certified planner (AICP). He married his high school sweetheart, Betty Jean Sowell, in June of 1951 and after his graduation from Auburn, they moved their family to Bossier City, Louisiana. As resident planner for a consulting firm, he prepared master and downtown plans for the cities of Shreveport, Bossier City and Bastrop. He continued his planning and architecture career in Monroe Louisiana, preparing the citys master plan, and later in Mobile, Alabama.He and his family moved to Jacksonville, Florida in 1964 for him to take the position of Executive Director of the Jacksonville Area Planning Board. He and his staff assisted the local government study commission in the successful effort to consolidate the city and county governments. Working with the newly formed consolidated city government as Planning Director, he and his staff developed the first comprehensive plan, zoning ordinances and downtown plan for the consolidated city.After resigning from the city in 1971, he was a consultant, preparing the comprehensive plans and land development regulations for the Florida cities of Orange Park, Atlantic Beach, Neptune Beach, Fernandina Beach, Palm Beach Gardens and St. Johns County. He was a member of a consulting team that prepared facilities studies for U.S. Naval installations in Key West, Ingleside, Corpus Christi and Memphis and a facility restructuring plan for a naval station in Rota, Spain.While he had a passion for his career, he also truly enjoyed serving his community, primarily through the South Jacksonville Civitan Club and Southside Baptist Church, but he could also be found volunteering with Habitat for Humanity, Special Olympics and Meals on Wheels. He especially enjoyed his many years volunteering at The Players Championship, which he did for over 30 years. When he wasnt working or volunteering, he enjoyed playing golf and cheering on his favorite Auburn tigers.While the community knew him as a professional and a volunteer, he was also a devoted family man. Married to Betty for over 50 years until her passing in 2002, they raised four children and went on to have five grandchildren and five great grandchildren. He was also preceded in death by his son Randy in 1971. He is survived by his daughter Kathy Packard (Frank), son Darryl Hill (Jeanne Alt) and daughter Candace Tenhundfeld (David) and grandchildren Bryan Hill (Sarah), Vanessa Hill (John Griffin), Randall Packard (Emily) and Jeremy Packard (Janet) and Cara Tenhundfeld. He was grateful to be able to meet and spend time with great grandchildren Thomas and Alex Hill and Abigail, Caroline and Chloe Packard. Visitation will be Thursday, June 1, 2023, 6pm-8pm at George H. Hewell Funeral Home, 4140 University Blvd S, Jacksonville, FL 32216. A graveside service will be held Friday, June 2nd at noon at Oaklawn Cemetery, 4801 San Jose Blvd, Jacksonville FL 32207.
